Nebbi parking yard owners blame council over delayed truck eviction

Private parking yard owners in Nebbi Municipality, western Uganda, are accusing the local council of delaying enforcement of a directive meant to move heavy trucks off town roads and into designated parking yards. According to Nile Post, the owners say the continued roadside parking is reducing their business at a time when they expected the council order to increase demand for their facilities.

One yard owner, Shafik Newenjule of Newenjule Parking Yard, said his income has been too low to quickly recover his investment and that business is often unpredictable because many truck operators still choose to park in the town centre. The article also says the situation has worsened congestion and affected access for some businesses in the main trading area.

Nebbi Municipal Council had issued a one-month ultimatum in July, with enforcement expected in August, but the eviction has not yet been carried out. Deputy Mayor and Leader of Council Business Howard Musa said the delay is linked to funding problems, including difficulty accessing quarterly central government transfers. He said the council was still working to resolve the matter and that the chief finance officer had gone to the Ministry of Finance.

The planned operation is expected to involve law enforcement and security agencies, including police and the army. More broadly, the case highlights a common local-government challenge in managing roadside parking, urban congestion and enforcement capacity when funding is constrained.
