Nebbi Municipality Prioritises Commercial Agriculture as Budget Falls to Shs2.7bn

What the report says
Nebbi Municipality has opened planning for the 2027/28 financial year with a projected budget of Shs2.7 billion, down from Shs3.1 billion in the current year, according to Nile Post. The budget conference was held on Tuesday at Nebbi Catholic Parish Hall and brought together political leaders, technical staff, community representatives and other stakeholders to discuss the municipality’s priorities.
The municipality said it will focus on commercial agriculture, industrialisation and stronger local revenue mobilisation, in line with the national theme on monetising Uganda’s economy. Town Clerk Samson Natsambwa told participants that planning should emphasise activities that generate income, while Mayor Jackline Opar said the conference gives residents a chance to shape development priorities despite tight finances.
Residents used the forum to press for better roads, improved healthcare and sanitation. Concerns included limited electricity connections, poor road access and the absence of Health Centre III facilities in the municipality’s three divisions. One resident also criticised conditions at the night market, saying the site lacks a toilet and reliable water supply, which he argued could expose vendors and nearby communities to health risks.
Resident District Commissioner Robert Abak urged stakeholders to scrutinise proposed activities before the final budget is approved, saying earlier work plans had contained gaps. The municipality said the lower ceiling mainly reflects changes in gratuity allocations and other funding adjustments, and that it must depend on better local revenue collection and external support to sustain service delivery.
