KBTX reports that Charles Eric Medina of Navasota has been arrested and charged with manslaughter after a July 18 crash in Brazos County that killed bicyclist and boxer Hannah Noelle Rapp. Citing a probable cause affidavit from the Brazos County Sheriff’s Office, the station reported that deputies were called around 9:50 a.m. to the 23000 block of FM 159, where Rapp was found unresponsive after being struck by a vehicle. She was taken to Baylor Scott & White Hospital and later pronounced dead.

According to the affidavit described by KBTX, investigators allege Medina was driving east when he passed two cyclists at high speed. After one cyclist raised his arms and yelled, deputies say Medina braked, stopped, shifted into reverse and accelerated backward, hitting Rapp. Investigators documented damage to the vehicle’s rear hatch and window, along with skid marks from both braking and reversing; the affidavit said the reverse marks appeared consistent with the driver steering while backing up.

KBTX reported that Medina told deputies he thought the cyclists were trying to flag him down and said he did not see Rapp until just before impact, estimating he was reversing at about 15 mph. A witness identified in the report as Rapp’s boyfriend gave a different account, saying Medina passed very close to the cyclists before reversing into Rapp. Investigators wrote that scene evidence did not align with Medina’s low-speed account.

Jail records cited by KBTX show Medina’s bond was set at $250,000 and that he had not been released as of Sunday. The station also reported prior Brazos County jail bookings since 2012 on various charges. The case remains under investigation.
