What the report says

Uganda Police Force says it has arrested a police constable attached to Ndejje Police Station after a boda boda rider was fatally shot in Ndejje Kanaaba, in Katwe Police Division. The incident took place on Saturday morning, August 29, 2026, during a National Cleaning Day community exercise that was being secured by police officers.

According to the account published by Watchdog Uganda, police said the rider allegedly tried to pass through a restricted area while on his motorcycle. The officer named in the report, Police Constable Allan Okello, was taken into custody as investigators work to determine exactly what happened and whether the firearm was used lawfully and in line with police procedures.

Police preliminarily identified the deceased as Kizito Ronald Jjuuko, 38, using a National Identification Card. The force said the case remains under investigation and that the key questions include whether the use of force was necessary and proportionate in the circumstances. It also expressed condolences to Jjuuko’s family, while stressing that officers are expected to protect public order within the limits of the law.

The incident is likely to draw attention because it happened during a public service exercise, raising broader concerns about policing, crowd control and accountability when security operations end in death.
