NAGRC&DB Unveils New Service Standards to Boost Farmer Support

The National Animal Genetic Resources Centre and Data Bank (NAGRC&DB) has introduced new service delivery standards and related institutional frameworks aimed at improving how it serves farmers, livestock breeders and other clients in Uganda. According to Watchdog Uganda, the standards set clear timelines for routine services, including a five-minute waiting target at designated service points, responses to written correspondence within five working days, and acknowledgement of complaints within 48 hours. Cases that need investigation are expected to be resolved within 14 days.

The measures are contained in NAGRC&DB’s Client Charter and Service Delivery Standards for 2025/26 to 2029/30, which were launched alongside four other documents at the agency’s headquarters in Entebbe. These include the Uganda National Animal Breeding Strategy and Action Plan, a Strategic and Investment Plan, and a Communication and Knowledge Management Strategy. The documents are intended to align breeding priorities with accountability, investment and better communication.

Minister of State for Animal Industry Bright Kanyontore Rwamirama, who led the launch, said the value of the frameworks will depend on implementation. He urged NAGRC&DB staff, management, the board and partners to turn the commitments into better service delivery and improved livestock productivity. The agency said the plan also supports the Parish Development Model and broader access to affordable, high-quality breeding stock, especially for dairy, piggery and poultry.

Watchdog Uganda said the reforms are designed to improve access to information, complaint handling, modern breeding technologies and climate-resilient genetics. In practical terms, the changes matter because they could shape how quickly farmers receive support and how effectively Uganda strengthens its animal breeding sector.
