Uganda’s National Animal Genetic Resources Centre and Data Bank (NAGRC&DB) has launched five new policy and management documents aimed at improving livestock breeding, service delivery and accountability over the next several years, according to Watchdog Uganda. The package includes a client charter, service delivery standards, a national breeding strategy and action plan, a strategic and investment plan, and a communication and knowledge management strategy.

The main practical commitment in the Strategic and Investment Plan is to expand access to affordable, high-performance breeding stock for farmers under the Parish Development Model (PDM). The plan says NAGRC&DB will focus on dairy cattle, pigs and poultry, alongside goats, beef cattle and fish, while also conserving indigenous animal genetic resources and improving animal feed production. The agency’s farms and ranches are expected to function as breeding, multiplication and technology-transfer hubs in coordination with local governments, farmer groups and PDM structures.

Minister of State for Animal Industry Bright Kanyontore Rwamirama launched the documents at NAGRC&DB headquarters and urged the agency to turn policy into measurable results for farmers. Other speakers, including board and government representatives, framed the initiative as part of efforts to build a more productive and climate-resilient livestock sector.

More broadly, the new framework appears designed to connect national breeding policy with public service standards and farmer outreach. The client charter and service standards set timelines for complaints and responses, while the communication strategy is meant to improve knowledge sharing and access to technical information. The measures matter because livestock breeding affects household incomes, animal productivity and Uganda’s wider agro-industrial goals.
