What the report says

The Principal Assistant Secretary of Nabilatuk District, Jovic Anyakun, has called on development partners to put more emphasis on practical interventions that can improve service delivery and community welfare, rather than focusing mainly on workshops, meetings and sensitisation activities. According to Watchdog Uganda, he made the remarks on October 28, 2026, while opening a District Integrity Promotion Forum organised by the Karamoja Anti-Corruption Coalition (KACC) with Transparency International Uganda.

The forum reviewed several service delivery gaps raised by KACC through monitoring in the district. These included the absence of dormitories in primary schools, which leaves boarding pupils sleeping in classrooms used for lessons during the day, shortages of medical supplies at Natirea Health Centre, inadequate school furniture and unreliable water supply in Nataparengan, Nabilatuk Sub-county. District heads of department and technical officers attended the meeting to discuss accountability concerns and possible responses.

Transparency International Uganda’s David Kizito stressed stronger integrity and accountability in public service delivery, including reward and sanction systems for public servants and joint monitoring visits to schools, health centres and other facilities. Anyakun said Nabilatuk has already set up a 15-member District Integrity Promotion Forum, but needs continued capacity building. Other officials also urged community ownership of public projects, especially water infrastructure, while KACC said it will keep working with local governments and partners to promote transparency and practical improvements across Karamoja.
