What the report says

Duncan Tumusiime Mutebile has taken the dispute over the estate of the late former Bank of Uganda governor Prof. Emmanuel Tumusiime Mutebile to the High Court’s Family Division in Kampala, asking the court to cancel letters of administration issued to his stepmother, Betty Tumusiime Mutebile, and co-administrator David Kyomukama Mutebile. According to Watchdog Uganda, Duncan says the administrators concealed estate assets, moved property without his approval, and were involved in his confinement in a psychiatric facility.

The suit, filed as Civil Suit No. 342 of 2026, was brought through Duncan’s lawyers, his paternal uncle Joseph Ntegyereize Mutebile and maternal uncle Caleb Karyaho Tukaikiriza. The allegations focus on the handling of the deceased’s estate, including claimed omissions in inventories and assets said to include property in Kololo, shares in Garuga Properties Ltd, land in Lwengo and Nakaseke, and bank accounts. Duncan also says the Kololo property was transferred into Betty Mutebile’s name without his consent.

His side further alleges that he was unlawfully confined at rehabilitation facilities, including Hope and Beyond Rehabilitation Centre in Mpigi, to stop him from challenging estate decisions. A separate criminal complaint was lodged with police and the Office of the Director of Public Prosecutions in late September 2026 over alleged kidnapping and unlawful confinement.

The administrators deny the claims, arguing that Duncan is not the late governor’s biological son and that he suffered from bipolar affective disorder. They also question the validity of a power of attorney he signed. The dispute remains unresolved, with court and police processes still ongoing.
