What the report says

Uganda’s Finance and Economic Development Minister Henry Musasizi has called on finance ministers to shield climate-related spending even as the global energy crisis puts pressure on public finances. According to Nile Post, he made the appeal while chairing the 16th Ministerial Meeting of the Coalition of Finance Ministers for Climate Action in Bangkok, Thailand, on the sidelines of the World Bank-IMF Annual Meetings on Wednesday, October 14, 2026.

Musasizi said governments should keep macroeconomic stability and fiscal sustainability in view, but not at the expense of investments that help economies withstand future shocks. He told participants that the current energy squeeze is making that balance more difficult, and urged stronger cooperation on climate finance among governments and development partners.

The Coalition, which the report says includes 103 finance ministries, is working to bring climate issues into routine budget and economic decision-making. Musasizi pointed to its work on climate adaptation, the green transition, resilience and resource mobilisation, including efforts to factor the benefits of adaptation into debt sustainability analysis. The goal is to show how resilience investments may create fiscal space, reduce borrowing costs and support infrastructure that can attract private investment.

The minister also said Uganda will keep supporting the initiative, which he said is already being used in Zambia and could be extended elsewhere. Nile Post additionally reported collaboration with the Pan-African Finance Ministers Forum for Climate Action and related work on biodiversity, carbon border adjustment measures and broader climate policy coordination.
