Musasizi Launches Strategic Plan to Drive Growth and Accountability in Gaming Sector

Nile Post reports that Finance Minister Henry Musasizi has launched a five-year Strategic Plan, Client Charter and Service Delivery Standards for Uganda’s National Lotteries and Gaming Regulatory Board (NLGRB). The launch, reported as taking place on Monday, is intended to guide the regulator’s work on stronger oversight, responsible gaming, better service delivery and higher government revenue from the gaming industry.

According to the report, Musasizi said the documents are designed to align the Board’s operations with national priorities including domestic revenue mobilisation, digital transformation, accountability and socio-economic development. He also linked the plan to Uganda Vision 2040, the Fourth National Development Plan and the government’s Tenfold Growth Strategy. The minister described Uganda’s gaming sector as increasingly important because of its role in revenue, jobs and investment, while stressing the need for compliance and supervision.

Nile Post says Musasizi directed the NLGRB leadership to focus on strengthening the National Central Electronic Monitoring System, digitising licensing, stepping up action against illegal gaming, promoting responsible gambling and building staff capacity. Deputy Secretary to the Treasury Patrick Ocailap reportedly cautioned that the value of the new documents would depend on implementation, compliance and measurable improvements.

NLGRB Board Chairperson Kenneth Kitariko said the regulator would pursue professionalism, innovation and good governance. The event also included the presentation of the Board’s ISO Certification to the minister, which Nile Post framed as a signal of commitment to recognised quality management and service delivery standards. If implemented, the plan could shape how Uganda regulates betting, lotteries and related gaming activity over the next five years.
