Mulondo Urges Emyooga Beneficiaries to Embrace Financial Discipline

What the report says
State Minister for General Duties Cissy Mulondo has called on Emyooga beneficiaries to use government-backed seed capital with greater financial discipline, accountability and long-term planning. According to Nile Post, she made the remarks while closing a transformative leadership training organised by the Microfinance Support Centre at the National Leadership Institute in Kyankwanzi.
Mulondo said the funding is meant to be a revolving resource for enterprise growth, not a donation, and urged borrowers to repay loans on time so that other group members can also access support. She advised beneficiaries to keep proper records, separate business money from personal spending, reinvest profits and strengthen internal controls within their SACCOs. She also linked these practices to broader goals such as job creation, stronger household incomes and Uganda’s socio-economic transformation.
The minister encouraged entrepreneurs to adopt what she described as transformative leadership, including patriotism, Pan-Africanism, socio-economic transformation and democracy. In practical terms, that meant protecting public resources, looking beyond local markets, being transparent in group decision-making and building market-oriented businesses. She also urged closer coordination with other government livelihood programmes, including the Parish Development Model and Presidential Skilling Hubs.
Emyooga is a government enterprise-funding programme delivered through SACCOs, with the Microfinance Support Centre serving as a key implementing agency. The article’s broader point is that the scheme’s success depends on responsible borrowing and repayment, because revolving funds can only support more entrepreneurs when beneficiaries manage them well.
