What the report says

Mukono district leaders have ordered contractor JEFFLEN Industrial Solutions Ltd to return with a detailed recovery plan by Monday for the delayed rehabilitation of the 2.1-kilometre Matumbwe Swamp Crossing–Jjimbi Road in Seeta-Namuganga Sub-county. The instruction came after a joint site inspection led by Resident District Commissioner Hajjat Fatuma Ndisaba Nabitaka, LCV Chairperson Francis Lukooya Mukoome, Chief Administrative Officer Henry Ddamba and Acting District Engineer Herbert Lutwama.

According to Watchdog Uganda, the Shs1.2 billion project began in May but has made limited progress, leaving parts of the road flooded and difficult to pass during rains. Local officials said the delays are disrupting trade, school travel and access to services. District leaders pressed for the contractor’s personal attendance and rejected what they described as repeated excuses and weak engagement with local authorities.

Representatives at the inspection pointed to late delivery of culverts, difficulty sourcing murram, and heavy rainfall as reasons for the slowdown, while district engineers argued the work should already be further along. To reduce immediate hardship, the RDC directed the team to clear blocked drainage and establish a temporary pedestrian crossing. The CAO also said no payments would be released without technical assessment and written approval.

The article places the Mukono dispute within a wider national infrastructure challenge, citing funding gaps, delayed contractor payments and other stalled road projects across Uganda. The stalled road is one of several local examples of how incomplete works can increase transport costs and deepen pressure on rural communities.
