MPs Seize Entebbe Expressway Toll Records in Probe Into Revenue Collection

Nile Post reports that Parliament’s Committee on Physical Infrastructure has opened an inquiry into toll operations on the Entebbe Expressway after an unannounced visit to collection offices found gaps in financial documentation. The committee, chaired by Mwiine Mpaka, went to the Kajjansi offices of Pinnacle Security Limited, which Nile Post says is subcontracted by Egis Road Operation SA to carry out daily toll fee collection on the road.

According to the report, MPs demanded traffic data and audited accounts for the past five years to compare vehicle usage, monthly collections and remittances to government. The inspection became tense when project head Ivan Katamba challenged the visit on grounds that no prior notice had been given. Mpaka maintained that Parliament has oversight powers to access relevant offices and records, and Nile Post reported that he briefly ordered Katamba’s arrest before the standoff was settled and staff were directed to provide available documents.

The committee reportedly took audited books, monthly collection records and daily vehicle figures for reconciliation, but members said some files were incomplete, including missing toll revenue figures for two months. Mpaka said the purpose of the probe is to check whether money collected on behalf of government has been fully accounted for and deposited in the proper accounts.

Nile Post says formal hearings are expected to begin next week as MPs examine the roles of Egis Road Operation SA, which holds the toll operations concession, and Pinnacle Security Limited. The inquiry follows a government decision to extend the companies’ toll collection contract by one year. The Entebbe Expressway opened to motorists in 2018, while tolling began in 2022.
