MPs Probe How Tycoon Nzeyi Still Occupies 50 Acres of Land He Sold to NSSF

Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) has raised new questions over why businessman Amos Nzeyi is still occupying 50 acres of land in Temangalo, Wakiso District, almost two decades after selling the broader property to the National Social Security Fund (NSSF). According to Nile Post, MPs inspected the site as part of an inquiry into NSSF’s land holdings and its proposed affordable housing development on the land.

Committee chair Muwada Nkunyinyi said MPs found farming and cattle grazing on the disputed portion and were unable to access it because it remained fenced off. The land is part of the 463.87 acres NSSF acquired in 2008 from Nzeyi and Arma Limited, a company linked to former Security Minister Amama Mbabazi. Nile Post reported that NSSF paid about Shs11.2 billion for the transaction and later told MPs it had issued an eviction notice, but the Fund has not yet secured vacant possession.

The article says the original arrangement reportedly allowed Nzeyi to stay on part of the land temporarily while a replacement parcel was sought, but no suitable swap was completed. The Temangalo deal has long been controversial in Uganda because of earlier disputes over valuation, title history and alleged conflicts of interest.

NSSF says the property is earmarked for a mixed-use affordable housing project with residential and supporting infrastructure. COSASE also flagged concerns about the planned design, room sizes and workmanship, and said it would seek explanations from NSSF and other relevant parties.
