MP Ogwal Steps in as Parents Refuse to Pay for Exam Practice Materials in Dokolo

What the report says
Dokolo North MP Joseph Jones Ogwal has distributed two sets of practice examination papers to 40 government-aided primary schools in his constituency to help Primary Seven pupils prepare for the 2026 Primary Leaving Examinations. According to Dokolo Post, the support was announced at Dokolo District headquarters on Monday, October 12, 2026, and was prompted by concern over weak results in recent mock exams.
The MP said the papers are intended to help learners strengthen reasoning skills, build confidence and spot areas needing more work before the national exams, which are due on November 2 and 3. He also argued that government capitation grants do not fully cover school needs such as scholastic materials, meals and teacher support, and said parental contributions had helped fill that gap.
The report says the gesture comes amid debate over restrictions on public schools collecting extra funds from parents, with some education stakeholders warning that the move may reduce schools’ ability to run assessments and buy practice materials. Ogwal said he plans to take the issue to Parliament and called for an approach that protects education while addressing corruption and accountability.
District officials and school leaders welcomed the donation. Dokolo District Inspector of Schools Tonny Lameck Erecu thanked the MP, noting that the district has 3,582 PLE candidates this year, up from 3,125 in 2025. Other officials said regular practice exams remain important for preparation and urged broader support for schools across the district.
