Mozambique: Promotions in Public Administration to Resume Next October

Mozambique’s Ministry of State Administration says promotions and career changes in the public service will restart in October, after being frozen in 2022 because of budget shortages, according to AllAfrica’s reporting from Agencia de Informacao de Mocambique. The announcement was made by ministry spokesperson Biza Novela during a coordinating council meeting in Macaneta, in Marracuene district, south of Maputo province.

The ministry said a dedicated budget has already been set aside and that the first phase will focus on civil servants whose paperwork was nearly complete when the process was suspended. Novela said priority would go to cases that had already reached approval at the Administrative Tribunal, which reviews the legality of public spending. The initial scope will reportedly cover workers on salary levels 1 through 11.

The move follows Prime Minister Benvinda Levi’s statement in May to parliament that one billion meticais had been made available to gradually resume promotions and career changes. The government has said the public administration has about 180,500 employees eligible for advancement, but that implementation must be paced because of broader macro-fiscal pressures.

AllAfrica also reported that the ministry is preparing a new centralized, online recruitment system for entry-level civil service exams, alongside plans to create a School of Governance to train new staff. If implemented, these measures would mark a broader effort to modernize hiring and training in Mozambique’s public administration while managing limited resources.
