Mozambique: Mozambique Urged to Continue Investing in Water Revolving Fund

Mozambique’s public water company, AdeM, is urging continued support for the country’s Water Revolving Fund, a financing tool designed to help low-income households pay for household water connections in installments. The comments were made in Maputo on 10 August during a seminar focused on the expansion strategy for the fund.

AdeM chairperson Augusto Chipenembe said the mechanism is important for social inclusion in the water sector because it helps remove the upfront cost barrier that can keep families from connecting to piped water. He said the new strategy should strengthen the fund through clearer roles for participating institutions, standardized procedures and a phased rollout aligned with Mozambique’s current water-supply framework.

National Director of Water Supply and Sanitation Eduardo Jossefa said the initiative is moving beyond a pilot phase and is being prepared for wider national use. He stressed the need for transparent and disciplined management so recovered funds can be reinvested and reach more households over time.

The seminar brought together water utility representatives, UNICEF, the Embassy of the Netherlands, JICA and other partners. Participants reviewed progress since the fund began, discussed limits to its expansion and identified the need for stronger coordination, financial sustainability and timely replenishment of resources to support growth into new areas.
