Minister Kyofatogabye Issues Fresh Directives to Fast-Track Road Works Despite Rains

Wakiso District Local Government reported that State Minister for Kampala Capital City and Metropolitan Affairs Kabuye Kyofatogabye has told contractors to speed up work on two road projects in Wakiso District: the 12.17-kilometre Bukasa–Sentema–Kakiri Road and the 6.7-kilometre Kitemu–Kisozi–Nagalabi Spur. The instructions were issued during a progress monitoring visit under the Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP), which the district says is being implemented through Program-for-Results financing.

According to the district, both roads are being built by Chongqing International Construction Corporation. Kyofatogabye urged the contractor to extend working hours to reduce delays, and he asked that trucks be hired locally so the project can also benefit nearby residents. He also directed vendors operating in the road reserve to move, citing safety, order and cleanliness along the corridor.

The minister further said future contracts should only be advertised and awarded after most of the required right-of-way consent has been secured, in an effort to avoid delays linked to land acquisition. Wakiso District said Kyofatogabye praised its performance under GKMA-UDP and noted it was leading participating districts with 70% implementation progress.

District officials and local leaders said they expect the roads to be completed on schedule if the directives are followed. More broadly, the update highlights the challenge of delivering urban road upgrades during the rainy season while managing land access, roadside activities and supply issues.
