Minister Babalanda Tasks Governance and Security Leaders to Align FY 2027/28 Budget to NDP IV and Tenfold Growth Strategy

What the report says
Uganda’s Minister for the Presidency, Babirye Milly Babalanda, has called on leaders in the Governance and Security Programme to prepare budget proposals for financial year 2027/28 that are credible, realistic and tied to national development priorities. According to Watchdog Uganda, she made the remarks in Munyonyo while opening a Steering and Political Leadership Committee meeting at Speke Resort focused on preparing the Budget Framework Paper for the next fiscal cycle.
The meeting brought together ministers, permanent secretaries, accounting officers and heads of ministries, departments and agencies under the programme. Babalanda said the process should reflect the Fourth National Development Plan and the government’s Tenfold Growth Strategy, and she urged leaders to submit draft estimates within the timelines set by the Ministry of Finance. She also encouraged political and technical teams to work more closely, with policy direction translated into costed and implementable plans.
Babalanda emphasized that governance, peace, security, rule of law, accountability and anti-corruption efforts are linked and require coordination across institutions rather than isolated action. She also said budget planning should focus on results for citizens, not only on allocations to individual agencies. In general terms, her message reflects Uganda’s broader emphasis on performance-based budgeting and tighter public spending discipline.
The minister further linked the exercise to President Yoweri Museveni’s push for efficiency, reduced wastage and stronger oversight of programmes such as PDM, Emyooga and the 4-Acre Model, saying leaders should remain field-based and responsive to implementation challenges.
