Minister Babalanda Roots for Coordination, Accountability to Drive Wealth-Creation

What the report says
Minister for the Presidency Babirye Milly Babalanda used a retreat at the National Leadership Institute in Kyankwanzi to argue that governance and security are central to Uganda’s economic transformation. According to Watchdog Uganda, she spoke on 14 October 2026 to about 250 senior military and civilian officers from Operation Wealth Creation (OWC), a state initiative linked to the broader push for wealth creation and the Tenfold Growth Strategy.
Babalanda said the Government’s development agenda depends not only on funding and policy, but also on peace, accountability, efficient institutions and coordination among agencies. She tied the Governance and Security Programme to national frameworks including Vision 2040 and the Fourth National Development Plan, and said its work supports areas such as justice, anti-corruption systems, citizen participation, refugee coordination and institutional strengthening.
She also urged OWC officers to move beyond simply distributing inputs to farmers. In her remarks, she said sustainable wealth creation requires technical support, market access, infrastructure, reliable information and follow-up that leads to higher productivity and better household incomes. She pressed for careful beneficiary selection, stronger reporting, use of digital systems and measurable results rather than counting only outputs.
The address matters because it reflects the Government’s continued effort to link security and administration reforms with economic growth. Babalanda said coordination should produce practical solutions and encouraged officers to work with local leaders and other institutions to improve service delivery. She formally closed the retreat early because of other official duties.
