Minister Babalanda Reinstates Jinja RDCs following Police Clearance

Uganda’s Minister for the Presidency, Milly Babalanda, has ordered Jinja Resident District Commissioners Kateregga and Kasibante Hassan to return to their posts after they were previously placed on forced leave. Watchdog Uganda reports that the move follows a review of the circumstances around a violent incident linked to the July 10 LC1 elections in Jinja District.
According to the report, police officers allegedly shot and killed two civilians and injured others during the election-period violence, prompting concerns about the local security response. The two RDCs, who are part of the district security leadership, were told to step aside while the matter was examined.
The article says Babalanda was later informed by senior officers from the Criminal Investigations Directorate that the two officials were not implicated in the shooting. She then directed them to resume duty during a Busoga regional RDCs’ workshop. The minister also praised their mobilisation work during the elections and noted the National Resistance Movement’s strong performance in the district.
The directive ends the forced leave and allows the two officials to return to administrative duties in Jinja District. More broadly, RDCs serve as central government representatives at district level in Uganda, often playing a role in security coordination and political oversight.
