Masaka SS headteacher Nabukeera cleared of misappropriation, abuse of office allegations

What the report says

The Ministry of Education and Sports has lifted the interdiction of Masaka Secondary School headteacher Zulaika Nabukeera after the Inspectorate of Government found insufficient evidence to support allegations of misappropriation of funds, irregular recruitment and abuse of school resources. In an August 27, 2026 letter, the ministry’s permanent secretary, Dr Kedrace R. Turyagyenda, rescinded the interdiction and directed Nabukeera to return to duty immediately, according to The Observer.

The paper reported that the IGG’s July 8, 2026 findings cleared Nabukeera of claims that she had procured a digital notice board, overseen toilet construction and moved to buy a school bus without following procurement rules, or that she had misused fuel and allowances. The inquiry also found no support for the claim that she had irregularly attended work. It noted that part of the procurement trouble at the school had actually occurred under former acting headteacher Ahmed Mukiibi, who was linked to a Shs 60 million toilet project carried out without board approval and proper procedures.

The investigation did, however, identify procurement weaknesses at the school and ordered corrective steps. It also flagged a separate case involving one recruit, Arafat Ssemyalo Malende, whom the IGG said used a forged academic transcript. The school was told to remove him from the PTA payroll and refer the matter for further action. The report was copied to education officials, the Masaka SS board, the IGG compliance unit and police, underscoring the broader governance concerns raised by the case.
