What the report says

Manchester City have formally appealed an independent Premier League commission’s finding that the club committed serious financial-rule breaches, according to Al Jazeera’s report based on league and club statements. The appeal was lodged on Thursday, 1 October 2026, and announced the next day. The club says it remains innocent and argues the commission’s conclusions contain major errors of law, principle and fact.

The case concerns alleged irregularities spanning nine seasons, from 2009-10 through 2017-18, plus some cooperation-related charges. The Premier League said the commission found City guilty of using commercial arrangements to overstate revenue and understate costs by a large amount over nearly a decade. City has consistently denied wrongdoing throughout the long-running process, which began in 2018.

Under league procedures, the appeal will be heard privately by an independent three-member panel. That body can dismiss the appeal, uphold it, send the matter back, or change any sanction or compensation order. Possible penalties mentioned by the league range from a fine or points deduction to, in the most extreme case, expulsion, though no English top-flight club has ever been expelled.

Al Jazeera also reported that City may focus part of its challenge on how Abu Dhabi-linked sponsorship deals were funded. Separately, the English Football Association said the ruling raised concerns about the integrity of the game and that it was monitoring developments.
