Malawi’s Minister of Gender, Children, Disability and Social Welfare, Mary Navicha, used a GBV learning and action symposium in Lilongwe on Monday to warn that the country’s response to gender-based violence is being held back by weak enforcement, limited access to services and accountability gaps. The remarks, reported by Nyasa Times and distributed by AllAfrica, came as officials and advocates discussed the gap between Malawi’s legal framework and its delivery for survivors.

At the meeting, the figures presented were stark: 24,467 gender-based violence cases were reported nationwide in 2025, with more than 22,000 involving women. The report said the numbers reflect a severe burden on women and girls, while also suggesting that the true scale may be higher because many survivors do not come forward.

According to the report, Susie Kylie of the Malawi Irish Consortium on GBV said underreporting remains a major obstacle, driven by fear of retaliation, stigma, limited services and doubts about whether authorities will act. Navicha urged stakeholders to move beyond policy documents and ensure that laws result in practical support and protection.

The broader significance is that Malawi appears to have established many of the laws and policies needed to address GBV, but the challenge now lies in implementation. In general terms, this mirrors a common problem in many countries: legal reforms alone do not protect survivors unless institutions, services and enforcement mechanisms work consistently on the ground.
