Wisconsin Examiner reports that a Madison police officer fatally shot a man during an arrest attempt Wednesday afternoon at Williamson and Baldwin streets in Madison’s Willy Street neighborhood. The outlet said multiple officers struggled with the man in a busy intersection, used a Taser, and one officer fired several shots at close range. Bystanders whose vehicles were stopped at the scene filmed parts of the encounter, and online videos captured residents reacting with anger and shock.

At a press conference, Madison Police Chief John Patterson said officers had responded to a report of someone apparently checking parked cars. Patterson said the man fled on a bicycle through backyards before officers caught up with him; during the struggle, he said, the man produced a fixed-blade knife and injured an officer, who then fired multiple times. Patterson described the shooter as a veteran officer and said he was the only one of four officers involved who opened fire. The Examiner reported that video appeared to show an officer stomping the man as the first shot was fired.

The Wisconsin Department of Justice Division of Criminal Investigation is leading the inquiry, as required under state law for officer-involved shootings. After DCI completes its review, local prosecutors will decide whether any charges are warranted. Patterson declined to provide further detail, citing the investigation, and noted Madison officers do not have body cameras.

The man was identified by protest speakers as Corey Ruiz, according to the Examiner. Hundreds gathered Wednesday evening, marched downtown and disrupted Concert on the Square. Several Democratic candidates and local officials called for transparency and an independent accounting, while expressing condolences to the man’s family and the Madison community.
