MAAIF warns Kabale farmers over compulsory FMD vaccination

The Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) has warned livestock farmers in Kabale District that they could face prosecution, movement restrictions and market exclusion if they do not comply with a new compulsory Foot and Mouth Disease vaccination programme. The warning was delivered at a sensitisation meeting at Kabale District Council Hall, as officials began explaining the enforcement of the policy ahead of wider implementation.

According to the Nile Post report, the programme is part of a new Cost Recovery Scheme tied to Uganda’s decision, announced in June, to require biannual vaccination of all animals vulnerable to FMD. MAAIF said the approach covers cattle, goats, sheep and pigs, and is meant to replace an earlier risk-based strategy that had focused mainly on cattle in high-risk areas or during outbreaks. Principal Veterinary Officer Dr. Grace Asiimwe said the ministry is working with Kabale District Local Government to inform farmers about the new rules.

Officials told farmers that animals not presented for vaccination will not be allowed into livestock markets or transported. The ministry is also considering limiting milk collection from herds that remain unvaccinated. Assistant Resident District Commissioner Christopher Bariyo urged farmers to support the programme, saying agriculture and livestock are central to the economy and household livelihoods.

The report adds that FMD is a contagious disease that can reduce milk production and cause major trade losses. Under the scheme, farmers are expected to pay Shs8,000 per dose for cattle and pigs, and Shs4,000 for goats and sheep.
