Liberia: U.S., West African Military Lawyers Meet in Monrovia

Military legal professionals from Liberia, Sierra Leone and Nigeria met in Monrovia with personnel from the Michigan Air National Guard for a four-country exchange focused on military justice and regional cooperation, according to The New Dawn via AllAfrica. The event was hosted by the Armed Forces of Liberia under the U.S. Department of Defense National Guard Bureau’s State Partnership Program.

AFL Chief of Staff Maj. Gen. Davidson F. Forleh opened the engagement and welcomed the visiting delegations. The discussions covered courts-martial, due process, individual rights, fair trial standards and professional ethics, with the stated aim of improving legal administration and helping armed forces respond more effectively to legal issues.

The program also included visits to local military units and meetings with members of Liberia’s legal community. Lt. Col. David L. Hunter of the Michigan Air National Guard said the exchanges were meant not only to share technical knowledge but also to build trust and deepen partnerships. Participants said stronger cooperation among military lawyers can support the rule of law and reinforce professional standards across the region.

The Monrovia meeting follows earlier exchanges in Sierra Leone in 2024 and Michigan in 2025, showing an ongoing partnership between the Michigan National Guard and West African military institutions.
