Liberia: Road Fund Reports U.S.$203m in Active Contracts

What the report says
Liberia’s National Road Fund said it has about 130 active contracts worth more than US$203 million, with roughly US$121 million already paid and about US$81 million still owed. The disclosure came during the Executive Budget Hearing at the Ministry of Finance and Development Planning in Monrovia, where the fund outlined its performance, finances and priorities for the next fiscal year.
According to NRF Manager Joseta Neufville-Wento, the figures show the scale of spending needed for road construction and maintenance in Liberia. She also reported a three-percent increase in Road Fund revenue compared with the previous year, while saying the institution still faces funding shortfalls and needs broader revenue sources. The article says the fund is heavily dependent on the petroleum levy, which accounts for about 97 percent of its income.
The presentation also highlighted broader programs tied to the Road Fund’s work. These include support for community-based employment, an internship program for young professionals, and a new digital platform designed to show the public which road projects are being financed. The fund is also building a digital library for technical studies and research used in infrastructure planning.
Finance Minister Augustine Kpehe Ngafuan praised the Road Fund’s role in mobilizing revenue for road spending and said it remains an important part of the government’s development agenda. More generally, the report suggests Liberia is trying to improve transparency, planning and financing for a road network that requires sustained public investment.
