Liberia: Police Charge Ex-Crime Services Chief Johnny Dean With Bribery

Liberian police have charged Johnny Bolar Dean, the former commissioner of the Crime Services Department, with bribery and related offenses in connection with a major drug-trafficking investigation in Monrovia. According to the police charge sheet dated Sept. 1, 2026, Dean is accused of accepting US$10,000 in an effort to compromise a case involving an estimated US$317 million in drug trafficking.

The Liberian Investigator reported that the money allegedly came from Stephanie Fefe Mensah while Edison Brown and Alpha Bah were under investigation by the National Joint Investigative Task Force. Police say Dean admitted receiving the cash in a written statement but claimed it was held for safekeeping and described Mensah as his lover. Investigators, however, rejected that explanation and later recovered the money from him.

Dean has been charged with criminal conspiracy, bribery, tampering with a criminal investigation and obstruction of government functions by a public servant. Police also allege that he shared confidential information and used his position to interfere with the inquiry. The case was transferred to court after an internal police review and a special investigative team took over the criminal probe.

The allegations have not been tested in court, and Dean remains entitled to the presumption of innocence. More broadly, the case highlights concerns about corruption and interference inside law enforcement systems, though any final findings will depend on the judicial process.
