What the report says

Former Liberian Vice President Jewel Howard-Taylor and 19 others now face arrest warrants after a special grand jury in Montserrado County returned a true bill of indictment in a major cocaine-trafficking case, according to the Liberian Observer, republished by AllAfrica. The case is being handled by Criminal Court “C” in Monrovia and is described in the report as Liberia’s largest narcotics docket to date.

The amended indictment names Howard-Taylor and other defendants in allegations that include unlicensed importation, sale and transportation of controlled drugs, illicit trafficking, criminal conspiracy, criminal facilitation, criminal solicitation and money laundering. Court officials said some defendants are already in custody while others are still at large, and the Liberia National Police and Liberia Drug Enforcement Agency have been assigned to execute the warrants.

The report says the case stems from a government announcement in July 2026 about the seizure of roughly four metric tons of cocaine valued at about US$317 million. Howard-Taylor was previously detained in August 2026 at Roberts International Airport and later held at Monrovia Central Prison. A judge also denied bail in September, and the court has moved the matter from the Monrovia City Court to Criminal Court “C,” which has original jurisdiction over first-degree drug felonies under Liberia’s amended drugs law.

More broadly, the article notes that an indictment is not a finding of guilt and that the accused remain presumed innocent. It also says pre-trial proceedings are expected soon, with further steps such as arraignment and possible defense challenges still to come.
