Police in Liberia have charged Saymor K. Mulbah, a former deputy commissioner of police for training and manpower development and former head of the Liberia National Police Training Academy, in an alleged contract fraud scheme involving US$88,000. According to a Sept. 29 charge sheet reported by The Liberian Investigator and distributed by AllAfrica, investigators say Mulbah took cash and goods from businessman Khalil Ibrahim Fawaz by promising supply contracts for the academy that police say did not exist.

The allegations place the disputed dealings between November 2025 and June 2026, when Mulbah was still serving in his police post. Police say he used the authority of that position to persuade Fawaz that he could secure contracts for food, training equipment and other materials. The charge sheet also alleges that Mulbah created a WhatsApp account using his photo and a title suggesting he was the project officer, and that he referenced a supposed United Nations development donor program to make the arrangement appear legitimate.

Police further allege that another man, Lomax Geelor, was introduced as a UNDP representative and has been charged in absentia with impersonation and theft by deception. The report says Geelor remains at large. Investigators also said some payments moved through mobile money accounts linked to Mulbah, while telecommunications records and operator statements were used to support the case.

The article says Mulbah was first summoned on Aug. 6 and later arrested on Sept. 26. The case is significant because it involves alleged misuse of a public security position and raises broader concerns about contract fraud, impersonation and accountability within public institutions.
