Liberia: Explainer - Why the State Links Jewel Howard-Taylor to Cocaine Case

Liberian prosecutors have linked former Vice President Jewel Howard-Taylor to a cocaine-trafficking case by alleging that she used her office and influence to protect an international drug network, even though she is not accused of physically handling drugs. The allegations, outlined in a police charge sheet dated Aug. 19 and an arrest writ issued by the Monrovia City Court on Aug. 25, cover events the state says ran from 2021 to August 2026.

According to the account reported by The Liberian Investigator and republished by AllAfrica, investigators say Howard-Taylor met people they describe as members of a transnational trafficking ring, including figures allegedly brought to Liberia by Sheik Bashiru Kante. Prosecutors claim she later traveled to Dubai, discussed using Liberia as a cocaine transit route, and received money tied to the group. The reported payments total US$135,000, including US$45,000 said to have been given during the Dubai trip, US$75,000 allegedly requested for the Jewel Star Fish Foundation, and US$15,000 said to have been received in August 2026.

Howard-Taylor has denied the accusations, and her lawyers have called the case baseless and politically motivated. She faces nine charges, including illicit trafficking, criminal conspiracy, criminal facilitation, criminal solicitation and money laundering. The case also names three foreign nationals in absentia: Nikola Ivancic, Mihovil Vrovac and Taras Zadereiko.

The broader significance is that the case tests how Liberian law can be used against people accused of enabling drug operations through political access rather than direct drug transport. Howard-Taylor is being held at Monrovia Central Prison while the case advances, and her defense has sought a preliminary examination to test whether the government has enough evidence to proceed.
