It was discovered near the area behind Monrovia Central Prison, adding to public concern because of its location close to a high-security facility.

The report says officials have not yet determined the boat’s type, origin, ownership, cargo, or how it ended up at sea. Residents who helped secure it said they saw items such as bedding, clothing and fuel on board, but authorities have not confirmed those details. The Coast Guard, police and other agencies have taken control of the vessel while questions remain about whether it was linked to any criminal activity.

A Canadian national identified as Charlie has publicly claimed the boat, saying he bought it for work connected to mineral exploration and later considered using it for fishing. He said it had been left parked, lost its moorings and drifted away. Another man, Mark Debah Doe II, said he had earlier found the same boat on the St. Paul River and tried to identify its owner. The conflicting accounts have not been resolved, and officials have not confirmed Charlie’s claim.
