The sources said investigators from Lebanon’s Central Criminal Investigation Department then took Issa to a detention facility at the Beirut Palace of Justice. He reportedly acknowledged that he entered Lebanon illegally after al-Assad’s government fell in December 2024, but he denied wrongdoing. Lebanese authorities were said to be waiting for formal charges and an extradition file from Syrian officials before deciding whether to hand him over.

Issa, 67, previously commanded Syria’s 17th Division and later led ground forces in Deir Az Zour province before retiring in 2016, according to the Syrian Observatory for Human Rights, a UK-based monitoring group cited by Al Jazeera. If transferred, it would be the first known extradition of a former Assad-era official from Lebanon since the regime’s collapse. The case fits into a wider postwar reckoning in Syria, where former security and military figures accused of abuses have faced arrests and trials.
