LC1 Elections: Let us vote with our hearts

The Independent Uganda published a commentary by Obed K. Katureebe ahead of Uganda’s Local Council One elections, scheduled for July 28, 2026, after repeated delays attributed to funding constraints. The article says Ugandans are expected to elect LC1 chairpersons countrywide, with voting conducted by lining up behind candidates, the customary method for these grassroots polls.

Katureebe argues that LC1 chairpersons are central to everyday governance at village and cell level, despite serving largely on a voluntary basis. The commentary highlights their roles in mediating local disputes, especially land-related disagreements, supporting security agencies, helping verify residents, recommending applicants for services or jobs, sharing government information and mobilising communities for public programmes such as health campaigns. It also notes that LC1 leaders often act as the first link between residents and higher levels of government.

The article welcomes President Yoweri Museveni’s stated interest in increasing the annual ex gratia for LC1 chairpersons. According to the commentary, the government has not paid LC1 leaders a regular monthly salary, and their allowance has historically been low, with proposals or pronouncements pointing to a possible rise. Katureebe presents better compensation as a way to strengthen dignity, independence and accountability in the office.

The commentary also urges peaceful participation, saying LC1 contests should not become violent or divisive. It cites police spokesperson Kituuma Rusoke warning candidates, supporters and the public against violence, and saying campaigning or processions would not be allowed on polling day. The piece calls on the Electoral Commission, security agencies, candidates and voters to support orderly and fair elections.
