What the report says

Kampala International University has started enforcing a new dress code that bans miniskirts, sagging trousers, Crocs, bathroom slippers and other casual or torn clothing on campus, according to Nile Post. The university said the rules apply to both students and staff and are intended to support a modest, neat and professional appearance.

The enforcement began on Wednesday, October 7, following a circular issued by the Office of the Vice Chancellor on October 6. The notice lists clothing considered unacceptable, including skirts and dresses above the knee, damaged garments and trousers worn below the waistline. It also prohibits footwear the university describes as inappropriate, including plastic beach sandals and Crocs.

Nile Post reported that campus security officers were seen stopping some students and warning them about the new requirements. Under the directive, security staff may deny entry to anyone found to be improperly dressed, and repeat offenders can be referred to disciplinary committees. The university did not say how long the enforcement will continue.

The move is likely to add to wider debate in Uganda about how much control universities should exercise over the dress of adult learners. Other institutions in the country have taken different approaches, ranging from stricter professional or religious standards to more relaxed dress expectations.
