Kiboga prison warder who killed four convicted of murder

The High Court in Kiboga has convicted prison warder Moses Anguyo of murdering four people in a shooting at Kiboga Government Prison, according to Nile Post. The victims included two prison officers, a woman and her one-year-old son. Nile Post reports that Anguyo pleaded guilty to seven charges arising from the February 23, 2026 incident. The charges included four counts of murder, two counts of aggravated robbery and one count of threatening violence. Prosecutors told the court that the shooting began during a routine inspection after Anguyo was found using a mobile phone while on duty and was told to hand over his firearm. They said he instead turned violent and opened fire on the officer in charge, then continued shooting inside and around the prison yard.

The people killed were identified as Assistant Superintendent of Police Catherine Hope, Principal Officer One Bright Akishuri, Sarah Ayebare and her son, Salson Niwagaba. Nile Post also reports that Anguyo fled after the shooting, allegedly robbed two women at a trading centre and later abandoned his uniform and firearm before crossing into the Democratic Republic of Congo. He was arrested in Aru, DRC, on March 27, 2026, in a joint operation involving Ugandan and Congolese authorities.

The court was expected to hear from the victims’ families, the Uganda Prisons Service and community members before sentencing, with the prosecution seeking the maximum penalty. The case is significant because it involves alleged abuse of a state-issued weapon and a cross-border manhunt, which may raise broader questions about prison security and staff oversight.
