Kenya: U.S. Report Flags Kenya's Failure to Act On Officials Linked to Human Trafficking

Kenya has drawn renewed scrutiny over its response to human trafficking after a new U.S. Trafficking in Persons report said authorities did not report meaningful enforcement action against public officials and recruitment agencies allegedly tied to the crime. The report, cited by Capital FM and republished by AllAfrica, said concerns about corruption and official complicity continued to weaken anti-trafficking efforts.
According to the report, Kenyan investigators examined three Ministry of Labour officials suspected of taking bribes in connection with possible trafficking involving migrant workers heading to the Middle East. It also said the government did not report action against recruitment agencies allegedly owned by public employees, and that some cases were handled as lesser offenses such as failure to register a company. The assessment further raised allegations involving collusion at border points and airports, and claims about abuse involving Kenyan embassy officials in Saudi Arabia.
The report said Kenya convicted six traffickers in 2025, down from 21 in 2024, while prosecutions also fell sharply. At the same time, it noted some progress, including more victim identification, repatriation of people exploited in overseas scam operations, and the country’s first civil judgment against a fraudulent recruiter.
Kenya remained on Tier 2 in the U.S. ranking, meaning it is seen as making significant efforts but still falling short of minimum anti-trafficking standards. The findings matter because they point to continuing weaknesses in oversight of overseas recruitment and protection for Kenyans seeking work abroad.
