Kenya: Ndeti, Wamatangi Top Timely Kenya's Fourth-Year Devolution Scorecard

What the report says
Timely Kenya’s latest devolution scorecard has placed several county governors among the top performers, including Wavinya Ndeti of Machakos, Kimani Wamatangi of Kiambu, Irungu Kang’ata of Murang’a, Ochilo Ayacko of Migori, George Natembeya of Trans Nzoia and Isaac Mutuma of Meru. The ranking was reported by Capital FM and carried by AllAfrica, with Ndeti leading the governors’ list on 68 per cent, followed closely by Wamatangi and Kang’ata. The survey was framed as a look at public perceptions of county leadership four years after Kenya’s 2022 general election.
According to the report, 55.9 per cent of respondents said devolution is working, while 39 per cent disagreed and a small share were undecided. Residents pointed to county roads, agriculture, water, sports and culture, and social empowerment as areas where devolution has had visible impact. At the same time, health, education and job creation were among the services seen as lagging behind.
The findings also highlighted wider concerns about corruption, weak planning, wastage of public funds, limited oversight by county assemblies, delayed national transfers and low allocations. A separate question found more respondents opposed keeping health services under county governments than supported it. Timely Kenya said it interviewed 3,303 people in all 47 counties using telephone surveys between September 21 and October 12, 2026. The poll’s results should be read as public opinion rather than an audit of county projects or spending.
