Kenya: Murkomen Moves to Operationalize County Policing Authorities Amid Push for Community-Led Security

Kenya’s Interior Cabinet Secretary Kipchumba Murkomen is pushing to make County Policing Authorities fully operational, according to Capital FM’s report distributed by AllAfrica. The effort is aimed at giving communities a more formal role in policing, improving accountability at county level, and strengthening public participation in security matters while remaining within the Constitution.
Murkomen met in Nairobi with senior security officials led by Inspector General of Police Douglas Kanja to review security reforms and the legal and institutional steps needed to put the county structures into effect. The County Policing Authorities are already provided for under the National Police Service Act, which envisions a body in each county chaired by the governor and including national and county security and community representatives.
The law assigns those authorities responsibilities such as supporting community policing, helping with training, receiving reports from local policing structures and compiling county community-policing reports for the Interior Cabinet Secretary. Murkomen said the latest talks focused on coordinating all relevant institutions to operationalize the framework.
The report also says the government is working on a separate policy for the National Police Service Reserve, part of a broader community-based security strategy. That effort follows recent training of reservists in areas affected by banditry and cattle rustling, underscoring the government’s wider push to improve security coordination and responsiveness to local threats.
