Kenya: MPs Order Fresh DCI Probe Into NSSF Lenana Road Land Deal

Kenya’s National Assembly Departmental Committee on Lands has directed the Directorate of Criminal Investigations to reopen its inquiry into the ownership and transfer of a disputed Lenana Road property linked to the National Social Security Fund. The property in question, L.R. No. 209/324/3 in Nairobi, is part of a broader land dispute that has drawn repeated court challenges and parliamentary attention over the years, according to Capital FM’s report distributed by AllAfrica.

Lawmakers want investigators to examine the 1989 transactions that led to the parcel being acquired and later transferred to NSSF, including the role of Caleb Koskei Kipingor, who was a director of Opus Investments Limited for only 16 days during the relevant period. The committee also asked the DCI to review the conveyancing timeline, seek court records tied to a 1988 High Court order, and identify the lawyers and other parties involved in the deal.

NSSF told the committee that it bought the property from Opus Investments for Sh63 million, later sold it to the government for Sh76 million, and says the land was eventually amalgamated into a new title. The fund has maintained that courts have already dealt with the ownership disputes and that any later caveat or challenge came after it had disposed of its interest. The renewed probe matters because the site has been the subject of long-running claims, court cases and concerns about whether prior investigations were completed or properly followed up.

The DCI had previously said its file was archived pending further guidance from the Office of the Director of Public Prosecutions, which helped prompt the committee’s call for a fresh review.
