Kenya: Fragmented Regulations, High Costs Holding Back Kenya's Property Sector

What the report says
Kenya’s property developers say the sector is being slowed by fragmented regulation, uncertain policy, high construction costs and weak infrastructure, according to a report distributed by AllAfrica from Capital FM. The Kenya Property Developers Association (KPDA) argues that these factors are making projects harder to finance and complete, even as demand continues to grow for housing, commercial space and related infrastructure.
The association is pressing for reforms in several areas, including development approvals, land administration, property taxation and infrastructure planning. It says a more predictable system would help restore investor confidence, reduce delays and improve coordination between developers, regulators and public agencies. KPDA also wants approval procedures simplified and policies applied more consistently across different levels of government.
KPDA chairman Zoravar Singh said Kenya needs better policy predictability, faster approvals, stronger infrastructure planning and new financing options to support sustainable urban growth. The group is encouraging greater participation from pension funds, banks, institutional investors and development finance institutions to provide longer-term capital for residential, commercial and industrial projects.
The association also says land-use decisions should be better matched with infrastructure investment and that developers need clearer tax rules. It is also seeking financing for decarbonization and sustainable building efforts. These issues are expected to feature at the KPDA@20 Annual Conference in Nairobi, where developers, officials and financiers will discuss barriers facing the built environment.
