Kenya: Aukot Seeks Dangote Refinery Ownership and Contract Details

Thirdway Alliance Kenya leader Ekuru Aukot has asked the Kenyan government to disclose the ownership structure and contract terms for the Dangote East Africa Petroleum Refinery project in Lamu, according to Capital FM as distributed by AllAfrica. In a letter to Attorney-General Dorcas Oduor, he requested access to the agreement between the state and the Dangote Group or its project company, Dangote Refineries Limited SEZ, along with supporting documents such as schedules, amendments and any side letters.
Aukot also sought confirmation of the project’s current legal status if no final agreement has been signed, and asked for details on any approvals already held by the Attorney-General’s office. He argued that information on a project of this scale should be made public under Kenya’s access-to-information rules and asked the government to clarify whether Parliament has debated, approved or ratified the deal.
The request follows the September 30, 2026 groundbreaking for the refinery in Lamu, attended by President William Ruto, Dangote founder Aliko Dangote and several African leaders, including the presidents or prime minister of Uganda, Ethiopia and Benin. The planned refinery is described as a major energy project intended to process up to 700,000 barrels of crude a day and supply Kenya and other East African markets. The broader significance is that the project could affect regional fuel supply, public finances and government oversight of large infrastructure deals.
