Kenya: Amnesty to Ruto - Turn Promises On Enforced Disappearances Into Action

Amnesty International Kenya is pressing the Kenyan government to turn recent statements on human rights into concrete action on enforced disappearances, saying families still do not know the fate of missing relatives and accountability remains limited. The appeal, reported by Capital FM and distributed by AllAfrica, was issued in Nairobi ahead of the International Day of the Victims of Enforced Disappearances.

The group said President William Ruto’s remarks during the 16th anniversary of the Constitution’s promulgation were welcome, but argued they must be followed by investigations, disclosure of the whereabouts of missing people and prosecutions where evidence supports criminal responsibility. Amnesty also cited constitutional protections for freedom from arbitrary detention, torture and degrading treatment, and said national security agencies must operate within the law.

Amnesty pointed to figures from the Missing Voices Coalition, saying six enforced disappearance cases were documented in 2025 and 19 cases had been recorded so far in 2026, alongside police killings. It also referred to a reparations framework presented by the Kenya National Commission on Human Rights in June 2026 that included 35 verified disappearance cases. The organization said victims have not yet received appropriate reparations.

Beyond the immediate cases, Amnesty warned that alleged abuses during protests and security operations have discouraged civic participation and could affect the climate ahead of Kenya’s 2027 general election. It called for independent oversight, stronger protections for human rights defenders and families, and for Kenya to ratify an international treaty on enforced disappearances. More broadly, such calls reflect ongoing concern about police accountability and remedies for victims in Kenya.
