What the report says

Four people, including three officials attached to the Kampala Capital City Authority (KCCA) Ministry Zonal Office and a land dealer, have been arraigned before Uganda’s Anti-Corruption Court over allegations tied to a disputed plot in Munyonyo, Kampala. According to Watchdog Uganda, the accused face charges that include abuse of office, criminal conspiracy, forgery and fraudulent procurement of a certificate of title.

The individuals named are Wasswa Charles Jude, a principal assistant secretary; Agaba Ronah, a government valuer; Achom Esther, a data entry clerk; and Kizito John, described as a land dealer. They were remanded until October 29, 2026. The prosecution was brought by the Anti-Corruption Unit working with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions.

Watchdog Uganda reported that investigators say the matter involves land on Kyadondo Block 255, Plot 532, measuring about 0.2020 hectares and registered to James Mulebeke since 2011. The alleged scheme is said to have begun in 2024, when documents were submitted to secure a special certificate of title without the owner’s knowledge or consent. The report also says the land was valued at Shs200 million, below an alleged market value of more than Shs600 million.

The article says criminal summons were also issued to Nabukeera Hamida and Mulindwa Jude Tadeo. As reported, the allegations have not yet been proved in court, and the case highlights ongoing concerns about land administration and title fraud in Kampala.
