KCCA Says Museveni Knew of Buyala Landfill Project From Inception

What the report says
Kampala Capital City Authority Executive Director Sharifah Buzeki told Parliament that President Yoweri Museveni has known about the Buyala landfill project since it began, as lawmakers pressed for clarity over a reported directive to move away from conventional dumping and toward newer waste management methods. The comments were made before the parliamentary Committee on Commissions, Statutory Authorities and State Enterprises, which is examining the project and the public money already committed to it, according to Nile Post.
Buzeki said KCCA is working toward an integrated waste management model that would recover materials and convert waste into useful products, rather than relying on landfill disposal. She said the authority is in an advanced stage of a competitive dialogue with firms interested in waste-to-energy and related technologies. She also said KCCA has received funding through Parliament and the Ministry of Finance to support the first phase of the transition.
Lawmakers reportedly questioned how the President’s guidance was communicated, whether he had been fully briefed on Buyala from the start, and what the implications would be for investments already made at the site. Buzeki said KCCA would not return to dumping even if the final facility is built at Buyala or elsewhere.
The exchange matters because it touches on Kampala’s long-running waste management challenges and the balance between upgrading infrastructure and protecting prior public investment. In general, integrated waste systems can include sorting, recovery, gas extraction or energy generation, but the article did not say which option would be chosen in the end.
