KCCA distances itself from men charged over alleged rape, cyber harassment

The case stems from allegations that, on September 22, 2026, at ABC2 New View Guest House in Kampala, Osena sexually assaulted a university student in her first year. KCCA spokesperson Daniel NuweAbine said the men are not on the authority’s staff list and are not among the scouts or enforcement personnel who assist city operations. He added that KCCA’s recognized enforcement officers wear a different uniform and work with police or military support when needed. The clarification matters because the men were being associated with KCCA in social and mainstream media, raising questions about impersonation and public trust in city enforcement structures.
