What the report says

Kampala Capital City Authority has asked security agencies to investigate claims that its enforcement officers assaulted a Chinese investor and seized property during an operation at a business site in Kampala. The allegations, reported by Nile Post, involve a Chinese investor identified as Ran Kevin and include claims that cash, mobile phones and more than 50 lighting poles were taken from the premises.

According to the investors, the operation took place after KCCA officials said the business was operating in a location not approved for that kind of activity. The investors, however, say they had the necessary permits. They also allege that the enforcement exercise was led by an official from KCCA’s Physical Planning department and that a KCCA legal officer initially declined to grant bail before Ran was later released in the evening after negotiations.

KCCA spokesperson Daniel Nuwabiine confirmed that the authority carried out the operation, saying it was meant to stop an industrial facility operating in an area designated for residential use. He rejected the claim that KCCA officers assaulted the investors, saying injuries were caused by other people. He said the matter should be investigated so authorities can establish what happened.

The reported dispute is significant because it raises questions about enforcement practices, property rights and the handling of business compliance cases in the city. Nile Post said the allegations had not been independently verified, and the outcome of any probe is expected to clarify whether misconduct occurred and what happened during the detention and release process.
