Karamoja Anti-Corruption Coalition Conducts Baraza in Moroto to Improve Service Delivery

The Karamoja Anti-Corruption Coalition (KACC), working with the Children and Youth Resilient Initiative for Localised Development (CYRILD), convened a community baraza in Katikekile Sub-county, Moroto District, on 28 September 2026. According to Watchdog Uganda, the meeting brought together local government officials, civil society groups and residents to discuss service delivery concerns and possible responses.

At the forum, KACC’s acting executive director, Amina Lowakori, highlighted several problems affecting the area. These included poor and inaccessible sanitation facilities in schools, overcrowded classrooms, shortages of essential medicines, and teacher transfers at Lia Primary School without replacements. Community members also raised the absence of an SST teacher at the same school, difficulties linked to centrally managed government projects, limited local monitoring of projects, and challenges accessing engineers on site.

Residents additionally pointed to early child marriage and children becoming involved in mining activities as broader social concerns. A representative of the Moroto chief administrative officer urged the community to repay Parish Development Model loans and protect government property, while CYRILD’s executive director, Moses Aboka, called for stronger cooperation between local government and civil society so services better reflect community priorities.

The baraza served as a public dialogue platform for identifying service delivery gaps in Moroto. Such meetings are often used in Uganda to connect communities with officials and to raise accountability issues, especially around health, education and local project oversight.
