The report says only a small number of pupils had turned up by midday at the school in Kanoni Town Council, and parents were left waiting with their children after neither teachers nor the headteacher had appeared by about 8:30 a.m. The situation frustrated families, who said they had brought children to school expecting lessons to begin as scheduled but were unable to leave them outside the locked buildings.

Parents accused the school administration of neglect and said they had previously raised concerns about leadership at the school. They identified the headteacher as Mariam Musenze and alleged that complaints had not been acted on. One parent also claimed a family connection between the headteacher and the district education officer, though this was presented as an allegation by parents and was not independently verified in the report.

Nile Post said it was unable to reach the district education officer for comment. The episode matters because it raises questions about school management at the start of an important term, especially for pupils preparing for examinations, and it reflects broader concerns about attendance and accountability in local public schools.
